The South African Regulators Forum (“SARF”) was established in March 2002, with 10 regulatory authorities signing the Constitution as formal members. SARF’s members are regulatory authorities from various regulated sectors in South Africa, established in terms of various statutes. SARF serves as a more structured platform for regulators to inter alia engage each other, share information, and discuss matters of common interest in order to provide for a more coherent, consistent and transparent regulatory environment.
SARF is the initiative of the Competition Commission of South Africa, which developed a concept document on this initiative, which was then followed by a dinner in May 2001. In March 2002, a Constitution negotiated and discussed by all prospective members was signed in Pretoria. To date SARF consists of 10 members that are signatories to the constitution. The current Chairperson of SARF is Advocate Menzi Simelane, Commissioner of the Competition Commission with the Competition Commission being the Secretariat.
Having realised the need to address the fragmented nature of SA regulatory framework, SARF aims to bring about change and increased cooperation and coordination of efforts among regulators. The increased cooperation of regulators can only be of benefit to the economy and the public. SARF’s purpose can only be fully achieved if this is realised.
